AGM Order Paper - Proposals

Ordinary Resolutions

Proposed by the BoD as per article 52. A resolution is successful where it is passed by a majority vote (taking account only those votes cast in favour as compared with those votes against and taking no account of abstentions or Members absent from the meeting)

OR1 - 2018: Confer / Comment on a Performance

To allow the adjudicators to confer / pass comment during the contest after each band played. The Conferring Pilot Scheme used in 2017 was agreed to be a success by the Adjudicators Panel, there was no negative feedback received, this proposal is to formally adopt this change into the Adjudication rules.

Rule 4.63
Change:-
4.63. Adjudicators shall not discuss a Band performance with colleague Adjudicators before deciding their results at the end of the contest, and shall not at any time influence others in the adjudicating team during the course of the competition.

To Read:-
4.63. Adjudicators have an option to confer with colleague adjudicators at the end of a band performance but not while the band is playing. However, adjudicators shall not discuss their placing decisions with colleague Adjudicators before all official result sheets have been collected by a designated RSPBA official.

OR2 - 2018: Pipe Band College

Progressing the development of a Pipe Band College from the Education Management Group as recommended by the Education Officer and agreed by the BoD as a way meeting the aims of The RSPBA. Implementing a structure allowing all appointments to be to a specific role for a period of time accountable to the membership.

Allow adjudicators to take up an appointment within the Pipe Band College:-

Rule 2.29
Change:-
2.29 The Company shall maintain a Panel of qualified Adjudicators from which such Adjudicators for all contests run under the Rules, and to meet requests from Affiliated Associations, shall be drawn. The Adjudicators' Panel shall be responsible to the Board of Directors for all matters pertaining to adjudication apart from contest rules. Individuals on this Panel shall not be permitted to hold any Company or Branch office outwith the Adjudicators' Panel unless authorised by the Board of Directors, except on the Music Board, provided that their qualifications are acceptable to the Board of Directors. [2014 AGM]

2.22 An Education Officer appointed by the Board of Directors shall be the convener of the Education Management Group; two full members of the Music Board and two members of the Adjudicators' Panel appointed by the APMB will be invited to join this group. The Education Officer shall have the power to co-opt members as required to achieve the objectives set subject to the approval of the Board of Directors. [AGM 2017]

2.22.1 This group will be responsible to the Board of Directors and the members for:- [2014 AGM]

  1. RSPBA input to the syllabus and examination of certificated Piping and Drumming qualifications.
  2. The Curriculum (Theory and Practice) for RSPBA courses leading to certificated qualifications;
  3. The Compilation of RSPBA textbooks and tutors for certificated qualifications;
  4. Managing the RSPBA Examination Centre for certificated qualifications;
  5. Maintaining a panel of qualified instructors (subject to the approval by the board of Directors);
  6. Facilitating the running of courses (for example the summer School).
  7. Supporting the training and development of Adjudicators.

Note: As from March 2007 the Piping and Drumming Qualifications Board was representative of the RSPBA, College of Piping, National Piping Centre, Piobaireachd Society and Army School of Bagpipe Music and Highland Drumming.

2.23. Deleted 2012 AGM

2.22 The Education Officer appointed by the Board of Directors shall establish the RSPBA Pipe Band College.

Note: The Pipe Band College will be established by restructuring the Education Management Group over a 12 month transition period following the 2018 RSPBA AGM.

2.22.1 This Pipe Band College will be responsible to the Board of Directors and the members for:-

  1. RSPBA input to the syllabus and examination of certificated Piping and Drumming qualifications.
  2. The Curriculum (Theory and Practice) for RSPBA courses leading to certificated qualifications;
  3. The Compilation of RSPBA textbooks and tutors for certificated qualifications;
  4. Managing the RSPBA Examination Centre for certificated qualifications;
  5. Maintaining a panel of qualified instructors (subject to the approval by the board of Directors);
  6. Facilitating the running of courses (for example the summer School).
  7. Supporting the training and development of Adjudicators.

Note: As from March 2007 the Piping and Drumming Qualifications Board was representative of the RSPBA, College of Piping, National Piping Centre, Piobaireachd Society and Army School of Bagpipe Music and Highland Drumming.

2.23 The membership of the Pipe Band College is likely to consist of the following posts, however the structure may be varied to meet the needs of the association on the approval of the Board of Directors: -

  1. Education Officer, appointed by Board of Directors.
  2. Internal SQA/PDQB/ RSPBA Verifiers.
  3. Piping Principal.
  4. Drumming Principal.
  5. Summer School Principal.
  6. Geographical Piping / Drumming Representatives.
  7. APMB/ADG representation.
  8. Music Board representation.

2.23.1 The Education 0fficer will be the convener of the Pipe Band College,

2.23.2 Two full members of the Music Board and two members of the Adjudicators' Panel appointed by the APMB will be invited to join the Pipe Band College to provide input from these Standing Committees.

2.23.3 Each role within the Pipe Band College will have a specification against which applications from members of The RSPBA will be invited, as each post comes up for election. The current post holder can submit an application for consideration against all applications received.

2.23.3. All members of the Pipe Band Collage selected based on their application shall serve for a period from one to three years as agreed by the Board of Directors.

2.23.4 The Education Officer shall have the power to co-opt members as required to achieve specific objectives set subject to the approval of the Board of Directors. The duration of the co-option shall not exceed the duration of the objective or one year, whichever is the less.

OR3 - 2018: MB Piping and drumming representatives.

Branches do not have drumming candidates coming forward to sit on MB, the change is to enable branches to be fully represented by allow any two qualified individuals to represent the branch.

Change:-
2.17 To form the Music Board each Branch shall be entitled to nominate one RSPBA or PDQB Certificated Piper and one RSPBA or PDQB Certificated Drummer, and such persons so nominated shall comprise the Music Board. All members of the Music Board shall serve for a period of time from one to three years as per the Constitution of the Branch they represent. Branches shall be entitled to nominate a replacement member to the Music Board at any Branch annual general meeting or special general meeting as and when required, and such nominee shall forthwith replace the incumbent Music Board member representing that Branch.

OR4 - 2018: RSPBA Articles of Association - Increase the number of Directors

The proposal is to allow for an additional director where the number of bands in the branch is greater than 39. Proposed under article 77 following the receipt of a proposal from MCDONALD MEMORIAL PIPE BAND.

Edit existing Article 72.2.3 for range 26 to 39,
Insert new Article 72.2.4 for range 40 and above.
Change the existing Article 72.2.4 number to 72.2.5

Change Current Article:-

Article 72.2
72.2. The Directors shall, in advance of each annual general meeting (and allowing reasonable opportunity for the relevant Branch to respond) seek nominations from each Branch of individuals for election or re-election as a Director in accordance with this Article, provided that:-

72.2.1. Individuals nominated by a Branch for election as a Director must be registered with a Band within that Branch;

72.2.2. Branches comprising between twelve and twenty five (inclusive) Bands shall be entitled to nominate one person as a Director;

72.2.3. Branches with twenty six or more (inclusive) Bands shall be entitled to nominate two Directors;

72.2.4. Branches with less than twelve Bands shall not be entitled to nominate any Directors.

Member Resolutions

To amend the Rules proposed by individual Members (Band Secretaries) in accordance with article 119.

A resolution is successful where it is passed by a majority of two-thirds of the votes cast, (taking account only those votes cast in favour along with those votes against and taking no account of abstentions or Members absent from the meeting).

MR1 - 2018: PROPOSED BY MCNEILLSTOWN PIPE BAND - QUALIFYING PERIOD

Amend RSPBA Rule 3.7.1
Substitute the word 'forty-two' with 'twenty-five'.

Change the Current rule:-

3.7.1 The qualifying period for a transfer from a higher grade band to a lower grade band is forty-two days.

3.7.1 The qualifying period for a transfer from a higher grade band to a lower grade band is twenty-five days.

MR2 - 2018: PROPOSED BY MCDONALD MEMORIAL PIPE BAND - G4 DUAL REGISTERED LEADING DRUMMER.

Amend RSPBA Rule 3.11
Insert new rule - 3.11.1 The Leading Drummer of a Grade 4 band may be registered with one other band.
Change the Current rule:-

3.11 The Pipe Major of a Grade 4 Band, may be registered with one other band.
